On Thursday 18th September, HARAH participated in one of a number of best practice seminars marking the 100th anniversary of the Royal Town Planning Institute. Senior Rural Housing Enabler, Mags Wylie, from Action Hampshire wasinvited to share insight from research into the views of parish councils on HARAH rural affordable housing schemes and the difference they have made to their communities.

With construction progressing towards completion in the Autumn, nine new affordable rented homes in Eversley have been advertised on Hart District Council's choice based lettings system. The one, two and three bedroom homes have been developed by HARAH's affordable housing partner Hyde Housing. Prospective residents can bid for a property online between 25-28 September. As the properties have been developed on a rural exception site, local connection and housing need criteria will be used to prioritise applications. A new policy aimed at supporting small scale housebuilders will have a detrimental impact on the supply of affordable homes for local people in rural areas.

A group of cross party MPs have brought a bill before Parliament to protect rural villages from government proposals which risk drying up the supply of affordable homes in small communities. The government is due to make an imminent decision on proposals to remove section 106 planning obligations, which deliver affordable homes, from sites of less than 10 homes. The measure aims to make it easier for small builders to build homes of any kind, but in rural areas this change could dramatically affect the supply of affordable homes.
Members of Eversley Parish Council were joined this week by residents and by children from Charles Kingsley’s Primary School to mark the completion of nine affordable homes for local people. The development, named Westward Ho in honour of Kingsley’s epic 19th century bestselling tale, has been carefully shaped in partnership with the parish council to retain established trees and landscaped to enhance biodiversity through inclusion of a wild flower meadow.

The Rural Coalition, comprising 14 national organisations representing social, economic and environmental rural interests, launched its Rural Challenge 2015 at Westminster on Wednesday 3 December. The document sets out a vision for rural England and calls for the next government to take action on three vital areas of public policy; growing and sustaining the rural economy, providing affordable housing for local people, and working for healthy rural communities. A guide promoting affordable rural homes has been launched by the Rural Housing Alliance and Rural Services Network. Aimed at parish councils across England, the guide opens with a call to action from HRH The Princess Royal, a longstanding advocate of affordable rural housing, encouraging parish councils to take the lead in tackling the affordable housing crisis facing the countryside.
